I would try using less pigment, thinner coats and give it a bit longer in between and see if that helps. I'm sure the glitter base would also keep pigments suspended but its not going to apply quite the same since its thicker. The mica base is not going to keep glitter suspended though so if you decide to go with one, I'd buy the glamour base.
